from the North after the completion of the Hankow line,

this traffic would cease. Provided, however, the lease is

limited to 10 years, I see no serious objection to it,

except the capital outlay involved.

(b).

As regards the permanent site

required in any case by the Mitsui Bussan Kaisha and

assuming that His majesty's Government have no objection

to the proposed lease I should myself favour either site

2 or 3. I should have preferred the Harbour Master's

suggestion of offering a site in Junk Bay supposing that

the Mitsui Bussan maisha would accept it(which I much

doubt were it not that the site in question is private

property, by the sale or lease of which the Revenue would

not benefit. Had the Company desired this site they would

no doubt have bought it without consulting the Government

from the Hongkong Flour Mills. In this connection I would

invite your attention to the proposal made on page 3 of

Admiral Lambton's Secret Despatch which formed the first

should be glad to learn whether the Lords Commissioners

of the Admiralty have any intention of acting on that

suggestion.
